Regional Planning

In June of 2002, the Governor’s Division of Homeland Security, requested that all Councils of Government develop Homeland Security Program plans at the regional level. In September of 2004, STDC developed and completed the STDC Homeland Security Interoperability Plan. Planning issues related to communication, in particular, operability and interoperability, as well as training were highlighted as central focal points for the new program.

Today, the STDC Homeland Security Program is responsible for planning and developing regional emergency preparedness and mitigation plans, promoting coordination among regional first-responder agencies and administering DHS homeland security grant funding.

South Texas Homeland Security Advisory Committee (HSAC)Members of the HSAC are appointed by the various cities and counties are approved by the STDC Board of Directors to represent their respective jurisdictions on the HSAC. The HSAC serves in an advisory capacity on issues related to homeland security, terrorism, disaster planning, regional response issues, communications and training.

The HSAC has two main functions:

  1. Provide guidance to STDC homeland security staff on projects related to homeland security in the region; and
  2. To foster regionalism in the implementation and development of homeland security related projects and goals.
